The Collapse of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are waged: hopeful statements are released from multiple capitals. Considerable effort is allocated on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a capacity provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats roared overhead – sophisticated military planes provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense engaged: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, probably delivered by Western nations. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly gives way to grim resignation: possibly the incoming missile won't strike its target this time, preventing destruction from devastation and additional electricity failures.

Persistent Threats

Soon after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its destination.

With pauses, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the evening attack. As always, everyone still continued their routines – living the war. But those 24 hours encapsulated Ukraine's vital need on Western support – a dependence that regional partners are clearly incapable to replace in the near term.

Failed Diplomacy

The comprehensive proposal from American leadership provoked deep reactions, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, certainly, persist.

Tactical Assessments

It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration works based on a assumption well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unfeasible to force Russia to surrender the territory that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, American administration does nothing to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not change more in its benefit in the near future.

Divergent Views

Therefore, Moscow is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a complete military breakdown until conditions improve in its advantage.

Present Conditions

Factually, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a mere seven days to eliminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, recent disclosures, all did their job.

While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
